REIMAGINING THE CENTRAL BUSINESS DISTRICTS

As the epicentres of human civilisation, cities mould the lives of millions of people around the world. The convergence of economy, culture, and innovation shapes urban life, and at the heart of this lies the Central Business District (CBD). CBDs offer opportunities that attract people, goods and ideas thanks to thriving businesses, vibrant public spaces, and infrastructural links connecting to the rest of the city. CBDs are vital urban centres that drive economic growth, real estate developments and urban renewal.

India being a land of enterprises is home to around 4000 thriving cities, with more than 40 hosting populations above a million! The rapid influx of population and demand for resources has put larger cities under immense pressure. Infrastructure is crumbling, often due to top-down policies and unplanned development. On the other hand, smaller cities and towns seek planned development. Introducing more CBDs in these areas could create de-centralised development opportunities while de-congesting bigger cities and metropolises.

Changing economic patterns, advancements in technology, contemporary social trends, and environmental challenges suggest that CBDs need to evolve. The ideal CBD would be inclusive and welcoming of all economic and social circles. A Live-Work-Play environment for round-the-clock activity could facilitate formal-informal interactions and boost socio-economic opportunities. A renewed focus on multi-use public spaces—functioning as usual in the day and as public avenues in the evenings, could make CBDs more efficient, accessible, and inclusive. Introducing mixed-use typologies with residential, recreational, cultural, entertainment and educational elements could facilitate diverse revenue sources, reduce commute time and encourage walkability, leading to improved quality of life and a more holistic and sustainable development.

Furthermore, creating lively public spaces like parks, public plazas and recreational open spaces could enhance socio-cultural interactions. Integrating the public transit system linking to the city, and promoting walkability and pedestrian-friendly infrastructure would establish the CBD as a dynamic, multi-functional urban centre.

Saint-Gobain Transparence 19.0 invites you to conceptualise and design a building or a complex in a future-ready Central Business District (CBD) located in a city of your choice, incorporating multi-use public spaces, mixed-use typologies, and integrated public transportation. Imagine inclusive public realms that provide spaces for all economic and social classes and take a sensitive approach to development.

YOUR TASK :

Design and develop a building on a site in a Central Business District (CBD) in the city of your choice. Plan your functions in response to the site and context. Pick one or a combination of the following:

  1. Business: Corporate Headquarters, Commercial Establishments, Production & Manufacturing, etc.
  2. Workspaces: Offices, Tech-Parks, Co-Working Spaces, etc.
  3. Retail: Malls, Shopping Centres, High Street, etc.
  4. Banking and Financial Institutions
  5. Public Buildings (Governance & Administrative)
  6. Mixed-use typologies incorporating residential, recreational, cultural, entertainment and educational functions

Integrate multi-use spaces and supporting functions, e.g. Restaurants and Cafes, Communal Facilities like Gyms and Swimming Pools, Childcare, etc. into your program.

KEY CONSIDERATIONS FOR LIVE-WORK-PLAY

MULTI-USE PUBLIC SPACES :

  1. Design innovative public lobbies or floors that can serve as thoroughfares, and public spaces for social interaction, events, and community activities.
  2. Incorporate flexible design elements to accommodate various uses throughout the day.

MIXED-USE TYPOLOGIES

  1. Integrate residential, commercial, and office spaces within the same building or block, if opting for a mixed-use program.
  2. Include facilities such as daycare centres, preschools, and other amenities to support working parents.

SUSTAINABILITY, INNOVATION AND PUBLIC TRANSPORTATION :

  1. Employ sustainable design principles in your design, with innovative materials and technology.
  2. Promote walkability with pedestrian-friendly design choices and seamlessly integrated public transportation.

USER GROUPS AND INCLUSIVE PROGRAMMING :

  1. Identify all the stakeholders. Account for all socio-economic groups and design inclusive spaces.
  2. Map the needs and preferences of all your user groups and predict their interactions with other user groups, the built and the unbuilt.

SENSITIVITY TO SITE AND CONTEXT :

  1. Take a sensitive approach when selecting your site, making your area program and designing your spaces.
  2. Reflect on the local culture, history, and context of the chosen city in the design.

SITE AND DESIGN GUIDELINES

Select a site within an urban context. We especially encourage choosing a site in smaller cities and towns to de-congest larger cities and generate opportunities in smaller ones.

Feel free to look for proposed or existing CBD projects in your chosen city/urban area to select your site. You may also opt to redevelop a site in an existing CBD project. Your site would ideally be a land parcel carved out of the bigger CBD master plan.

FOLLOW THESE GUIDELINES:

  1. The site area (of your land parcel) should be between 2-8 acres. Since your site is part of a larger master plan, focus on your selected parcel of land and show phased development.
  2. The minimum FAR for the development should be 2. Follow the rules of the land.
  3. Ground coverage should be 40%-50%, with setbacks according to local bylaws. At least 20% of your site area should be public spaces incorporating green zones.
  4. There are no height restrictions.
  5. Follow local bylaws, building codes and parking calculations. You may follow the National Building Code (NBC) in case of unavailability.

There could be restrictions to building height and FAR in certain areas of the city (so choose your site wisely).

PARTICIPATION DETAILS

ELIGIBILITY

In the Architecture Category of the Competition, there are two sub-categories for participation based on the academic level of the participants:

  1. Architecture Category (Undergraduate): All Undergraduate Students of Architecture in India, and those graduating in 2024 can register under this section.
  2. Architecture Category (Postgraduate): Students enrolled in Postgraduate courses in Architecture, Urban Design and Urban Planning, and those graduating in 2024 can register under this section.

TEAMS

  1. Participation is allowed in teams of up to three members, provided all members are eligible for the same sub-category.
  2. Students are allowed to make teams across different academic years (in the same sub-category) and different colleges.

  1. Submission will be completely ONLINE. Plan your content and graphics to be viewed accordingly.
  2. Submission link will be provided in the confirmation email sent after successful registration.
  3. Your entry (single file) should be in the following format:
    1. Up to 12 A3 sheets in landscape orientation ONLY
    2. The drawings and text should be legible and high-resolution.
    3. Your sheets should be compiled into a single PDF file up to 20 MB in size
    4. Name your submission file in the format ABC_XYZ, where ‘ABC’ is the name of your team members, and ‘XYZ’ is the name of your college(s). Your entry will be assigned a unique ID to ensure anonymity.
    5. Limit the amount of text per A3 sheet to 100-150 words.
    6. Include a summarised area statement with reference to the bylaws in a space not larger than an A4 sheet.
    7. Remember to include the North Arrow and a Graphic Scale where relevant.
  4. As a SEPARATE FILE, upload a scanned copy of your College ID/bonafide.
  5. Mentioning your name, college or any other identification in your sheets will be grounds for DISQUALIFICATION.

Competition Timeline

It will be a two-stage competition:

STAGE I: TRANSPARENCE SUPER 8

  1. Architecture Category (Undergraduate): A total of 4 entries - the topmost entry from each zone (North, South, East and West) will be chosen by expert regional jury panels.
  2. Architecture Category (Postgraduate): A total of 4 best entries will be chosen from the Postgraduate Participants by our panel of experts.

STAGE II: GRAND FINALE

  1. The 8 finalists will move ahead and attempt the International Brief for the Architecture Student Contest (ASC) 2025, Paris as their task for the Finale.
  2. The Winners, Runners-up and other distinctions will be chosen based on their performance in the task.
  3. The Winning team will also get the chance to represent India at ASC 2025 in Paris.

Awards

The National Winner team will get the opportunity to participate in and represent India at the International-Level Architecture Student Contest 2025, to be held in Paris.

National-Level (Grand Finale) Prizes:

  1. National Winner: Rs. 75000/- per team, a trophy, and a certificate.
  2. National First-Runner-Up: Rs. 50000/- per team, a trophy and a certificate
  3. National Second-Runner-Up: Rs. 25000/- per team, a trophy and a certificate

Super 8 Prizes :

  1. All 8 finalist teams (4 from the Postgraduate sub-category and 4 from the Undergraduate category) will each receive a cash award of Rs. 20,000/- per team, a trophy and a certificate.
  2. Jury’s Commendation: Certificate of Commendation, in both sub-categories.
  3. Special Recognition: Certificate of Recognition, in both sub-categories.
  1. Site and Program: Site selection and development and justification of the program for a CBD.
  2. Concept: Evolution of the design from concept to outcome.
  3. Innovation and Creativity: Originality in design and creative integration of various elements.
  4. Functionality and Feasibility: Practicality of the design and its ability to meet the needs of a modern CBD.
  5. Integration with Public Transport: Effectiveness in connecting public spaces with transit stations and minimising vehicular traffc. Walkability and pedestrian-friendly gestures.
  6. Sustainability: Use of sustainable design principles and materials.
  7. Cultural Sensitivity: Appropriateness and sensitivity to the local culture and urban context.
